Establishment of a Lump-sum Procurement Procedure of Technology Development and Construction

There are some public construction works that may not be dealt with by arranging the standard technologies or may not be economical because the relevant works are planned under the severe constraint in order to answer the social requests. Furthermore, when planning the works by adopting a new technology developed by a private company, we can only expect the efficiency of the technology and then we have to verify its applicability and reliance. Thus, for solid and smooth introduction of new technologies to the works, it is necessary to aim at technological upgrading by performing research and development of the technologies that suit the inherent harsh conditions in construction.
For the reasons mentioned above, we have established a "Lump-sum Procurement Procedure of Technology Development and Construction" in an effort to make the works, which were impossible to be planned due to technological difficulties, practicable and also more effective and reliable.
