Essay on improve the Construction Management System in Dam Project

In recent years,two variations have been observed in dam project procedure due to environmental issues and sever financial conditions.These variations have aroused the lack of technical and executive completeness in the dam authorities, and some engineers who fulfills those lacks have been demanded, and the Japanese Construction Management System in Dam Project have been adopted as test cases in the latest few years.The system features in the service to the client, dam autfority, in technical management, adjustment of program and interfaces between plural contractors and design review. But the system is treated only as the support for client and no independent position, and looks to have much room for improvement in such aspects as right and responsibility, training and development of human resources and rewards. The paper describes case studies of the systems in Japan and similar systems abroad, similarities and differences in the specifications or demands between the projects, and presents new ideas to improve the system, which derive from the experiences of the author himself in Japan.
