Korean government has given weight to education and culture facilities when pushing ahead with public construction project by PFI(private finance initiative; below PFI) type. Current many PFI projects are conducted based on BTL(build transfer lease; below BTL) type, because of project's characteristics are accorded with its flow and method. It is very important to select a suitable enterprise when carrying out BTL project, and most of all, evaluation index for selecting suitable enterprise is needed urgently. So, this study aims to suggest developed counterplan of evaluation index, through conducting a survey of BTL specialist. By this reason, total evaluation index and each weight(score) classified with facilities are deducted using AHP method. The final counterplan of evaluation index in this study is evaluated to a new trial, and it has a significant meaning for project success. The weight of technical part is elevated comparing with price part, this result is judged to increase facility's quality and company's technical competitiveness.
