The Role of Civil Engineers in Community Development

The Philippines is now experiencing an economic slowdown because of the global financial crisis. People in all walks of life are affected especially the depressed families in our community. Various stakeholders like National Government Agencies, Local Government Units, Non-Government Organizations, Community-based Organizations, Donors and Families are carrying out programs and projects in the community. They are working hand in hand to implement a wide array of sustainable programs and projects. These are designed and coordinated using the Community Development approach, which main objective is to achieve lasting improvements in the quality of life of families. Community Development seeks to empower families and community associations or groups of people by providing these groups with the skills they need to effect change in their own communities.

This paper identifies the various roles and interventions of Civil Engineers in the implementation of these programs and projects in the community using community development approach. The roles were determined based from the actual situations of our community and the Philippines as a whole. It was concluded that Civil Engineers can contribute a lot to our community to be able for them to cope up with the crisis and eventually improve their quality of life. Civil Engineer must have the unwavering commitment to achieve excellence in meeting the needs of the community by continuously improving community programs, processes and services. In doing so, they just need to remember the cardinal principle in community development: “We must not work FOR them but rather work WITH them.
